Problems with the City of Houston water people

The City of Houston water people were supposed to turn on our water two weeks ago. It never got turned on. I finally called them yesterday and they said someone went out there and found it was flowing 0.1 gallons per minute, and since no one was there, they kept it off. Fair enough, I didn't check any of the nozzles... I had never had water turned on before so I didn't know what I needed to do. But, she also said they left a note for us, which was a lie.
I called at 4:19 (according to my wife's cell phone records) to ask to turn water on. The lady was real nice, told me it usually takes about 2 hours for the guys to get out there to turn it on. I asked if it was alright if I took an hour to get there, because I had stuff to do and I was at my apartment, then she said sure.
I went to the house, made sure all the nozzles were off, looked around for a note in case they showed up already, and waited in my house with bad air conditioning, no water, and nothing to entertain myself except 3 channels on a small TV until 9pm (time I needed to be spending packing). This morning I called and the lady said that the guys came at 4:25 (!!!) and I wasn't there and there were faucets on, so they couldn't keep it turned on. She also said they left a note (another lie). She also said that first lady should of never told me I had an hour to get over there.... *sigh*
So now they're going back again today for a third time, hopefully after I turned everything off I won't have to be there for them to keep it on. If there is a leak somewhere, it will still be off by the time I get off work today and I'll have to go through the whole process again.
